If you have applied for a license but did not receive a reply from me then it most likely I did not receive your email (due to some type of computer glitch). Please apply for the license again on the web site (http://www.energycommunity.org)and follow up immediately with an email to me (leap@tellus.org) to let me know that you just applied.
